Change your DNS server. If that doesnt work decrease the MTU value.

I've also noticed this for quite some time. Is there any special reason why they have blocked a particular torrent site and not the others. Or is BSNL getting tough about anti-piracy?

Working with MTNL at the moment. But I do not use torrents any more. Also working with MTNL 3G on BSNL roaming.
