Are 3G roaming availability Partnerships Dead

Is anyone currently able to access 3G on roaming networks.According to the 3G roaming partnerships among various telecom operators one could use 3G on a different network.ie. Aircel 3G by using TATA DOCOMO 3G Vodafone 3G using Idea 3G in my area.it seems that this partnership has been shunned as i can't connect to internet on roaming networks.
