After the Delhi terrorist attack, the police caught hold of Monu Ojha in Ahmedabad, who had sent fake emails using proxy servers. I thought if you used ten different proxy servers, it would be impossible to trace it back to you? I know this is the police, but still does it mean the police contacts each and every proxy server site and asks them for IP logs?

Depends on proxy servers or their owners. If they reveal original IPs then u can be tracked.

That is why encrypted VPNs are safe. I think so. Even HTTPS proxies are available but I do not know how safe is it?

As long as the country is having cyber laws of keeping the logs, you can be traced, thats why USA vpns aren't recommended, they ask VPN providers to keep logs for upto a month.

as long u are do not doing anything as illegal as terrorist activities consider thinking yourself anonymous on a VPN or more than one proxy services. The Reason : It consumes resources in terms on man power, money and time for backtracking and so no gov. tries wasting it on you.
