voice call on Hauwei E173 s-1

I bought new Hauwei E 173s-1 , able to use BSNL 3g for data connection for internet. Also able to use sms service. The problem lies with the voice call option error message "failed to make a call" Mobile partner version16.001.06.01.500 FakinoFirmware version 21.017.09.00.00Hardware version CH1E173SMSo is there any setting problem? any tweak? for me the firmware and partner version appear most updated. What can be the problem.Does 173s-1 support voice call??
