need to buy a budget tablet..!!!!!

Sticking to what's available in the US market (reason being Indian market is flooded with el cheapo models with little to no quality checks), there is this model from X10 which has got quite good reviews. Down side: display could have been better, no SIM slot, and no front camera. It is however, priced at 200 USD and has all the other stuff you mentioned.

Let me correct that a bit. It has only ONE camera, but that is front-facing. So it kinda addresses both your cameras requirement 😀
 
Not too sure that Arnova supports 2.3. Where from are SYW sourcing it?

There might be a difference in products sourced of the same brand sourced from different countries, due to the difference in the level of quality checks required to meet 'acceptable' conditions in that country. Some brands - like Apple - mostly have the same standards worldwide. Some - like Dell, Nokia etc - have different standards.
