Have a go at Tor then , works always. The only thing is you might end up with low speed because it depends on the speed of the connection through which you are routed and it varies from very low to very high.

Not even a single website is blocked in my BSNL Broadband connection.
We have received a response today from the DOT which states that "As per available information no blocking instruction to block websites like Pirate-bay and Vimeo etc. has been issued by the Department of Telecommunications to Internet Service Providers (sic)".

Same. Been constantly getting screwed up 'blocked' results on pages randomly, including this forum and xda.
