In a nutshell, I think the answer is Tata. It's network has far better global reach by comparison, partially thanks to their takeover of Tyco a few years ago.

There aren't any 490,000km submarine cables in a single system (that would be ~10x around the world), but companies like Tyco/Tata do own a large number of cables worldwide which probably add up to somewhere in that vicinity.
