This is something I use in Singapore when I am traveling. Very convienient when ur traveling dnt knw why a local would find this attractive.
 
exactly... no one will keep recharging every day with Rs. 20 to get all those benefits... its good for travellers.such coupon with sims should be handy available in airports/railway stations & bus depots where a traveller can instantly buy and get the benefits for his limited stay in the city...
 
Could be this plan has been introduced to enable potential customers to try the service in their area.
