TRAI should look into the Quality of Service (QoS) in terms of Audio/Video quality. To improve that TRAI should mandate the service provider to display their video/audio bit rate and coding method using display/info button on remote.TRAI should mandate that the contents are passed on to the STB w/o any changes in the aspect ratio and quality of video/audio by the content providers and broadcasters (DTH/IPTV/CAS). The aspect ratio has to be determined by the STB if the connected TV is digital and by the user if the connected TV is analogue. There should be a pass through option too in case of digital interface. Now the aspect ratio is being determined by the content providers or broadcasters (DTH/IPTV/CAS). Thats why we are viewing a content in letter box (black band on top and bottom) even in wide screen TVs.Regarding HD STB's migration to 1080p, I think, there will not be a quick migration from 1080i to 1080p as it is happening now from SD to 1080i. World wide HD broadcasting is done in 1080i only, as far as I know. 1080p is distributed only through Blu-ray.
