1: VOIP to PSTN (normal telephone) is banned in India - [gripe] not that banning anything has ever really stopped anyone from doing whatever is banned or causing anything more than a minor inconvenience to anyone except companies that wish to provide legitimate services [/gripe] - Lingo's Voice over IP Service Support FAQ Equipment

2. It may also be necessary to set-up port forwarding on your Teracom modem - I had a problem connecting a Linksys PAP-2T to a D-Link 502T which was solved by setting up port forwarding on the D-Link device. While you're at it, the IP address on the Lingo device should be in the same range as your Teracom device (so if your Teracom is 192.168.1.1 and your Lingo is 10.1.1.3 then it's not going to work).

3: It's unlikely that BSNL blocks that port because VOIP can (technically) connect via any port you like, if you configure the device. To get a dial-tone, you'll need to set up the device to connect to your VOIP provider. Since your VOIP provider is Lingo, the device should be automatically set up, but otherwise you may need to obtain the correct settings from Lingo and manually configure the device to connect to the correct IP address in it's settings page.

4. Last but not least, ensure that you have your phone plugged in to phone port #1.

That's weird but perhaps not the issue at this point - there's the chance that Lingo has disabled configuration in this device (which seems from looking at it to be exactly the same as my Linksys PAP-2T, only with firmware customized for their service)

I would suggest that this is your problem. Because you are essentially using a dialup connection, your Lingo box doesn't know how to reach the Internet: it's assuming (correctly) that it should go through the Teracom device, but since the Teracom device isn't the bit that's actually establishing the connection, it simply thinks that there is no connection.

You need to change the way you connect by changing your router from "Bridge" to "PPPoE" mode, which will involve putting your BSNL username and password into your Teracom modem's settings and using the modem to establish the connection rather than your PC.

To do this, you'll need to go to http://192.168.1.1 in your browser and change the necessary settings - how to do this should be available in your modem's manual - in most modems, there is WAN and LAN configuration: WAN will be where you have the connection type and enter the username and password, LAN you probably can leave as it is.

Doing this will mean that both your Lingo device and your laptop will have an always-on connection (as long as the modem is on and connected and the ADSL light is on), so once your computer is able to access the internet without having to dial up, then plug your Lingo box back in to your modem and try to see if you get a dial-tone. As an added bonus, your laptop won't even have to be on in order for you to make a phone call with your Lingo service.

Issue2)=> If there is any port forwarding option is possible can you please guide me how can i do this.

This will be somewhere in the Teracom modem's settings under LAN - some modems call it "Virtual Servers", others call it "Port Forwarding" - again, this should be in your modem's manual.
