Mention your modem/model/make/number.
Which is the browser you use ?
Which is the download Manager you use ?
Check whether you can download from filehippo.com
application Ccleaner. use it.
Change dns to google dns 8.8.8.8 and open dns 208.67.220.220
to check your settings;
start RUN type cmd Ok
new window
type ipconfig /all
copy/paste data here.

Also confirm the websites' pages open.. but d/l not possible.
