Poor latency

Does poor ping times or latency affect the browsing speed and quality of internet (I am using 384 Kbps Broadband)?Speed seems to be OK. How can I get it solved?The staff of ISP are just looking at download and uploading speed and not listening to my words when I reported this issue.Many a ISPs in India don't care about it and the employs don't have Idea on it. Ping For google it is Minimum :101 ms, Maximum is 589 ms Average 243 ms and some times Minimum :130ms, Maximum is 296 ms Average 204 ms **The wimax modem and power supply box fixed to me by the ISP are old ones.Is that the reason for this poor latency? *Does static IP cause increase in speed and gives better service? I mean to ask you that is there any way to explain this problem to them.So that they can solve my problem.

I get 63ms, but I'm in a different country on a reasonably fast Metro-Ethernet connection: my "local" Google Server seems to be in Frankfurt.

Probably not, unless the device itself is faulty, but this seems unlikely at this point due to no other apparent faults with the service.

It does not matter whether your IP is static or dynamic, it has no effect on your quality of service.
 
So can I stop worrying .I need not complain regarding this entire issue(Ping times ) to officials?

As far as I can ascertain, your ping times are within a somewhat normal range, though what your exact ping times are has thus far been vague.
