BSNL Broadband: Slow Speeds, High/fluctuating latency, disconnects

BSNL tech support person came to my house and checked line/connection and said everything is ok.

Getting horrible download speeds/disconnects, packet losses, fluctuating latency and typically 200-400ms above normal.

Any kind of help about this would be appreciated.
This has been going on for about a month; with fluctuating latency throughout the day.

Sometimes repeatedly disconnecting and reconnecting to BSNL picks a server without such high latency, but usually it doesn't work.

Just like to add, reconnecting to BSNL multiple times almost always leads to:

1) higher latency
2) error 691 : Access was denied because the username/and or password was invalid on the domain.
3) stuck at "Connecting to WAN miniport (PPoE)..."
4) stuck on "Dialing"
5) error 678: "The remote computer did not respond"

I have multiple connections shortcuts setup for default BSNL dns, opendns and googledns.

I try each of these multiple times with similar problems as above, or in rare case, lower latency.

Someone *please* explain the following :

at times when I dial to bsnl I get 616+ms latency
at other times when I dial to bsnl i get 329+ ms latency

these dial attempts are a few seconds within each other
It's not making sense
Even the routing path is the same.

the same problem happens no matter what dns service I use - open dns, the default dns or google dns
 
I would suggest that your problem is related to the problems that Airtel customers themselves have been experiencing. It seems that Airtel are having some routing problems this week, and as BSNL buys bandwidth from Bharti, the problem probably filters down to all ISPs which use that route for their international traffic.Just a theory.

If that were the case, wouldn't there be tons of people reporting high latency and packet loss ? I'm not seeing anything like that on the forums (all i see is the 1 million+1th thread about billing).

There are lots of customers reporting such issues. I've replied to several such threads for Airtel and BSNL this evening, as I suspect that the problems are related to Airtel customers and customers from ISPs who purchase bandwidth from Airtel.
 
same problem here in Chandigarh Ping is very high around 900 ms for google.comSome sites don't openBut speeds on torrents is ok getting around 55 Kb/sec

Have you tried to Singapore or Hong Kong? Routes to the USA should be fine.

From the above 2 traceroutes it looks like any traffic routed through London going to Savvis.net servers is extremely laggy (i.e. 2nd traceroute)
Servers not going through this route, i.e. the ones using Tata mcore4 routing are a lot less laggy (1st tracert)

I'm wondering, is there any other ISP in the eastern region (kolkata) that won't have frequent disconnects and ridiculous latency ? I'm using a home1000 plan right now and it seems like a complete waste of money.

I'm also experiencing this problem from a few days now..Having almost 900~1000 ping times on every location. Specially London and Manchester....

Things seem to be getting better; however the above is after reconnecting to bsnl about 15 times to find the right one. Started off at about 500ms, then settled down to 350ms.

Latency to US servers seem unusually high most of the time, though packet loss is slightly better than a few days ago.

Latency to UK servers seem better now, but latency is still high.
