2. Low Download Speed:

Getting 0 – 20 KB/sec with IDM (Expected Download Speed 58 – 64 KB/sec).

3. Poor Customer Care:

Local Exchange: “Telephone line okay and can’t do any thing about High Latency, Packet Drop and Low Speed”.

Circling around BSNL office's table to table (Telephone Bhaban to local exchange). Please someone help me.
 
What is the speed you get on torrents ? Did you checked your firewall. Go to speedtest.net, perform a speed test and post the forum link.

xp sp3 firewall off, no antivirus or 3rd party firewall.

Even I am facing low speed issues in Kolkata for the past few days and I was told that it is a part of server maintenance..! The resolving time for the same was around 1 week but I guess thats over...!! God knows what the problem is..!
 
I've been getting high latencies to any server outside of india for the last 2-3 weeks.

I doubt it's completely a local problem since the high latencies and packet losses are happening a considerable number of hops later.

I've found that connecting and reconnecting sometimes fixes this.

Can you run a few traceroutes and pings and show us what you get ?

Latency and packet loss also seems to fluctuate a lot at different times of the day, being absolutely awful between 6:30 am up to 9am.

I've also had a BSNL tech person come and check my line but apparently everything is fine.

The details given in your question... are these generated from some BSNL portal site or you have manually typed/copy-pasted it? I am hearing that MP network is not good and many are suffering.
 
buddy ,myself also from kolkata and facing the same problem . I'm UL 750 user. This problem also happening to me for the past 1 week . Frequent internet disconnection . torrent speed is down to 1-2 kbps 😡Now , one more problem has come up recently...the infamous automatic redirection to motive.bsnl.com .Overall, very much frustrating ....lodged complaints ....no improvements .Nowadays I stay connected using 3G . Let me know if things has improved at your side.

expensive modem. Post your speedtest & pingtest results outside ( India).
 
Check you mobile has 3G or not . Nowadays almost all mobile phones are coming with 3G.3G speed .45 Mb/s download and .42 Mb/s upload ....speedtest result ...I am using Sony ericson P1i mobile phone.Use DATA cable to connect to your laptop for greater speed . Don't use bluetooth connection coz it'll reduce speed.If you can buy Huawei E160 USB Stik modem then bingo ....its giving 1.59 Mb/s download speed ......BSNL has established HSDPA which has greater than 3G speed .....but for that you have to buy a HSDPA modem ...bit expensive ...but full speed utilization.
