For public torrents it doesn't matter. For private torrents, depends on the tracker site which ur using. It's usually mentioned in the FAQ's/Rules on the site.
 
2:1---Upload:download.If your uploads exceed your downloads that will help you when you r downloading torrents with less seeds as it allows you private web tacker support too.And with more uploads you can go ahead and Hit And Run too.....though its not advised.
 
then go 1:1 at least . Though if you wanna forget all about ratio then go and download from a public tracker. No ratio no membership issues.
 

a ratio of 1 is desirable.But around 0.7 is also acceptable.But for those having unlimited broadband connections, a ratio of 1 isn't that difficult to get.
