The issue is with your router firewall restriction .
You can view your cam by allowing the router to stream outside on specific port.
- check the port the camera is streaming.
- find your ip address (web address, not local like starting on 192.168...)
- login in admin mode to the router and to allow firewall to stream data outside
- login from another wifi point and to check the camera

And once the firewall is allowing the port to stream the video on http you can try accesing your camera by accessing it on other wifi router.
