Having Problems with high latency to my city server exchange.

Hi.I have been using Tata Indicom for the last 3 yrs in Nagpur, currently i am using the 384kps connection i have been pretty much satisfied with it till now.For the past month i have been getting frequent disconnection while video conferencing or Streaming page online.. and Slow browsing problem, i did complain to the customer care, the Technician called me and after explaining to him my situation he told me that he is changing something with the Server setting over in Nagpur server, i am not a techy but he told me hes putting it on Adsl2 somthing.... nvm the Problem actually continued on i complained 3 times and no reaction so far. So i started my own investigation i used a ping plotter software bassically what i noticed that when i am pinging directly to my city exhange server the ping is spiking like 300-500ms (61.11.102.1) thats the my local exchange server where my connection is getting routed from. So i visited them once they pinged my router and it showed em that the connection was spiking in data transfer but the technician said to me clean wipe your HD because its trying to send data from your PC. But i explain to him that i ran some utilities for identifying the packets being sent from my pc and there was none, but he insisted on me that i format the Hd even the partition.... I have like 280gigs worth of data on it and i dont want to move it arround. Usually the spiking is happening in weekdays from mon-fri around 12noon to evening.I am still thinking what i should do ?
 
Please provide traceroute result to the city exchange server:tracert server_nameIt is difficult to see what is going on without traceroute results.
 
Congratulations, yet another innocent victim screwed by Tata Indicom.I am from Mumbai and I converted from a prepaid unlimited 512 KBPS to postpaid, power flash 756 KBPS.Before my cheque cleared (first 2 days), the latency was less than 30 ms, then after that speeds dropped, caps were introduced, DSL goes down everyday from 6 to 11.30 pm, power flash does not work consistently. And yes, the same problems as you with streaming, downloads, Skype (VOIP) calls. And the ping to the local gateway is now trailing from 150 to 300 ms. More4sure : ) After 30 calls, 5 days of followup, DSL still goes down every evening, speeds crawl to 0.23 MBPS (230 KbPS).The ironic part is TATA didn't have an FUP agreement with prepaid unlimited customers. When you switch to postpaid in more4sure, they make you sign an FUP. Go figure why they cut costs to lure you to switch with promises of 1.5MBPS flashes, that rarely work. Thank you Tata for screwing us, again!
