Doubt regarding Broadband bill

I use BSNL Home 250 Plan, started August 2006.
After October 5th, 2008, I was out of station for two weeks till Oct 17th. After I returned, I was unable to use broadband. I took modem to BSNL office where my friend's mom works, she asked me to visit chief officer and I visited. He took my modem and went on to admin page and made some changes.. and later all was fixed.

But the problem is... earlier I was having IP address 59.xx.xx.xx and after that day, even today, it is 117.xx.xx.xx
Because of this change, I am unable to view the usage portal. When I tried to visit the portal from my friend's house(having IP 59.xx.xx.xx), I could find usage statistics only till October 5th.

Now from the bill of October 2008, I can find see "BROADBAND MIGRN", different from earlier bills I get.

Since September, I use DU-Meter to monitor statistics of the usage.

The doubts I am facing now is:

1. Why was my IP address migrated from 59.xx.xx.xx to 117.xx.xx.xx? What had happened when I was out of station(between Oct 5th and 17th)? What is that difference I found in the bill of the month October when compared to August or September or even earlier?

2. In November, I had used about 1.7 GB (700 MB excess, as Diwali double bonus). This 700 MB was billed (eventhough the bill was not recieved), and the monthly bill came about Rs.1000/-. (Earlier bill used to stay between Rs.350 and Rs.400... when there is no overuse. Telephone rent is paid in advance, so only broadband bill and taxes are supposed to come). Why wasn't I offered Diwali bonus?

3. I had overused broadband this January too (about 300 MB as reports by DU-Meter). Why was that not included in the bill? Will it be included in the next bill? What is the difference in the bill I am finding when compared to that of bill of August, September and more earlier bills? What could be the bill of November which I had not received?

Thank you for your reply.I have been an active customer since August 2006.What about the changes found in the bill?I have overused this month's quota already. That's why I am worried...Could you give some more details regarding the 14 digit code?

This is to be provided to you by the Exchange since your IP has changed to 117.xx.xx.xxsee the link given .Para two :Use FireFox Browser with add ons Adblock plus/flashblock ietab ie lite etc. You can save minimum 40% of D/L by blocking pictures flash/video etc, as you like.

Yup since you are in Limited plan i would suggest you the same as essbebe mentioned. Try to block the ad's using Adblock ad-on in firefox.Alternatively, you can save a lot of Mb's by blocking images..You can find this feature in Opera browser.
