Speed in Tamil Nadu

I am planning to opt for Airtel Speed 500 Plus. It costs rs 549 ( 500+49). Are anyone in tamil nadu facing slow speeds? I have seen many posts here regarding slow speeds.Also about the double speed, should i pay additional 50 bucks to avail that offer?and for Double speeds should i pay additional 50 bucks apart from this?
 
I am in chennai, but I don't notice any slowness. It's the usual 25 to 27 kBps.The double bandwidth thing is only at night for which you DO have to spend extra Rs.50. So, I get around 54kBps at nights(peak around 60KBps). The upload speed is the same as download speed.
