How to control downloads over a shared environment

How we can control the downloads in a shared networker environment in a broadband service. I have a 256Kbps link and is used in a cafe and most people are downloading huge amount of data how can I control these downloads, is there any software ?? ps reply

Try using some bandwidth moniter tool such as DU meter. DU meter warns u if u exceed a certaing amount of data u specify but does control ur internet connection.
