Its still a mystery why govt don't pay for or use powerful servers.
There are many providers like Amazon Cloud for Government or Google Cloud for Government.
Both of them have servers locally and will work the way government wants.
Also I'm not saying to store the data on them.
I'm saying to run the applications on them and store the data on their own servers.
Which will reduce at least loading time.
Since childhood i have seen SBI, CBSE, UIDAI etc mostly offline when needed.
 
The Government servers by NIC are good enough to run the loads hardware-wise. I have seen their hardware config.

It is just that these people do not have in-depth knowledge about Load-balancing , Traffic ,Firewall etc required to handle that massive influx at one time(specially for academic result websites).
Sometimes old versions of server(Apache,etc) are used which are not upgraded for a long period of time. Security patches are not applied frequently,etc
It will still take a lot of time to be on par with the Industry Standards/Corporates who live and breathe data centers like AWS,Google,Azure, etc. Pace is slow

Also the government does not want its money to go out to a private entity

After all he has to ensure ki chandrachud sahab ki self righteousness zyaada aage na chali jaaye. Remind toh karana padega.
