The Government servers by NIC are good enough to run the loads hardware-wise. I have seen their hardware config.
It is just that these people do not have in-depth knowledge about Load-balancing , Traffic ,Firewall etc required to handle that massive influx at one time(specially for academic result websites).
Sometimes old versions of server(Apache,etc) are used which are not upgraded for a long period of time. Security patches are not applied frequently,etc
It will still take a lot of time to be on par with the Industry Standards/Corporates who live and breathe data centers like AWS,Google,Azure, etc. Pace is slow
Also the government does not want its money to go out to a private entity
