is 1500 a toll free number?

It is toll free number...all 1500-1504
 
But only from Landline......and btw from when did MTNL start itemised billing
 
This is a BSNL connection.

On the bangalore telecom website www.bangaloretelecom.com. i got my detailled bill. I have been charged 49 units. i which 11 units are 1500 calls.

abt 1500 bsnl.co.in says it is free
