Don know about 512 night plan! But yes i do get 30+kBps on Torrents regularly.(Good torrents). i get pings of 110-160/170 on Chinese/Singaporean/Japanese CS Servers!
Yeah! But its just a boon here coz hathway is pretty safe as it has a lotta Firewalls installed! Now they are the Curse!

Its only to keep ppl away fgrom asking it and if they do, its for making money out of it (interest) and also be able to pay the damages that they maybe filed for if the network is used for attacks elsewhere!
