There are some changes in the service which I am not sure all have understood.
In any case it took me many days to understand them.
1. For most of September, the bandwidth has been exceedingly poor.
2. Its only after 22nd that things are almsot back to normal.
3. The weblink for checking usage, has been changed to: http://register.mtnl.net.in/
That is the stuff after '.in/' has been deleted. So I could not check consumption of my quota because I had book marked the full link earlier and it did not work. I found out the change by chance. No notice by MTNL.
4. The contents of the new link are redesigned too. Check them out. Now you can get usage only for current and last month.
5. The best bandwidth I get is 205 kbps and this is slightly lower than 215 which is what I was getting from May to Aug. I am also in Andheri West, so others in this ara can confirm this.
6. Sometimes the ADSL lamp on the router-modem just goes off, indicating that the connection is lost. The phone line remains OK, but there is no modem link. One has to re-boot the modem by shutting down and restrating, that is five minutes gone and a bore. If one fools with the power plug or phone line, the chances are the D-Link modem will fail, is what happened to me some time ago. I had a hard time getting a replacement, had to get real aggressive.
7. The rate card is changed too, now they are not charging Rs. 500 for registering new clients. We paid Rs. 1,300 for start up, now one has to pay only Rs. 800.
8. Worse is, many sites have slow servers, old set up probably, so having a faster connection does not help, since it weakest link in the chain determines your outpout.
9. In recent times: http://www.zdnetindia.com/reviews/isp/rateisp/popspeed.html this link, which gives a graphical speed pictogram, is running rather slow.... much slower than in the recent past, so you are waiting and waiting. The other ftp download speed tests also take time. This zdnetindia link used to give fair representation real quick, now slow.

I believe the loads are increasing and so are the frivolous complaints, so the Prabhadevi Techies are not able to cope.
Best wishes.

Now my triband has been working like rocket and getting constant speed around 216KPBS. Fantastic speed. Mtnl Mumbai Rock.
