So, after around 11 days of my new ACT broadband (250Mbps) usage. I noticed something. ACT is nice most of the times. Provides rated speed on major servers and websites.

But, irritates a bit on many other websites. Like: on Python.org download page, ACT struggles to get past 400 KBps. While on my airtel mobile data, it went well above 5MBps. And they are hosted by Google
on Techpwerup servers, same issue
on sublime text editor website too.
These are some areas, where I tested airtel and ACT download speed. On all these mentiones websites, the downloaded package , was not more than 40-50 MB.
With a 250Mbps plan, and having to wait for download to finish for something insignificant as 50MB, is kinda irritating. While on other hand, airtel mobile data kicks ACT's ass, by a great margin.

Should I raise ticket for this?
are their any ways, which might help me boost download on these servers? I am using Google DNS, as per my understanding, changing this will not affect my download speeds. I maybe be wrong though.

does ACT use airtel backone, or TATA? ACT routing seems to suck a bit.
and does other ACT users face same issue? or is it just that, I live in a desert?

Python.org uses Fastly CDN. I think its likely a routing issue as many there have been instances of sites using Fastly having issues with slow loading and stuff with other Indian ISPs. A VPN should fix the issue if ISP doesn't do it.

Whats ur traceroute to www.python.org ?

IP returned in case of airtel, for python.org 199.232.20.223, ny ACT 199.232.44.223.
this seems like both, DNS lookup and both routing issue.
Any recommended DNS?

Sorry to jump in. I was also facing this issue but since I have Airtel BB also I didn't bother much, but l was curious to see the trace to www.python.org.
In my case the exit to Tata happens at Bangalore instead of Delhi (like in your case) and trace never completes

mine also exits at banglore too, with this your IP. How much of a difference some numbers make. o_o
What DNS are you using? ACT's dns? i am using Google .

Not random packet loss. I edited my post as was using UDP which might have been blocked.
Your original post shows exit from Delhi
I am using 1.1.1.1 as DNS
