Aadhaar for non-citizens with no local id or passport?

has anyone here has any experience getting aadhaar made of a person who is not a citizen of india? how did it go? what documents were acceptable? the person i am talking about does not have passport of nepal. i do not think nepalese people need passport to enter india. but i could be wrong about that.

quora seems to be ranking at top for these searches and almost all content suggests getting a pan card along with an attested copy for address proof. would have to research more on this i guess. it's not like my local union bank branch aadhaar guy would provide accurate information about this 🙄
