Ive had this issue from yesterday where the pings to the default gateway wont respond or it is very high. Would this be a BSNL issue or LCO side issue . My LCO provides asianet fiber (installed in my factory) and it seems to be working fine.
If you are connected via wifi in windows, Try resetting your Wifi adapter. I also see random request timed out errors to any ip address in windows.
In linux, It's fine.
One of the suggested fixes is to reset the wifi adapter.. Or I guess you can use ethernet(maybe, ethernet also has this problem, idk)
