Need some information about changing ISP from same LCO

My LCO provides Asianet fiber aswell as BSNL FTTH . I've had a lot of issues with BSNL recently including low speeds and downtimes . I get only around 15 mbps on my 100 mbps plan . I have Asianet fiber installed in my factory and it definitely has more uptime and speeds have always been consistent . Will it be possible to change ISP without changing the fiber line ? . Also how does asianet stay online when bsnl is down when it is provided by the same LCO ?
 
The LCO can provide asianet with the same fiber Line, regarding the stablity, if your downtimes are due to the BSNL side like server issues or uplink issues, you will not have this in Asianet. also if your LCO has some problems with his OLT, you may face the same troubles in Asianet also.
