You have to activate international roaming from the Jio app. You don't need any pack.

You can even make calls at 2 Rs per min without any pack. I've used it several times in Europe, UAE, China etc

Solution
Yep, is very cheap. I have no roaming packs activated and receive the odd incoming call every now and then. No big surprises in the bill.
