That's why no new plans from MTNL since more than a year.
 
They will become BSNL subscribers I suppose
 


Nothing... They will continue to get services. Only it will be Bsnl instead of MTNL. MTNL has outsourced it's services to bsnl.
The original plan was to continue for 6 months. Then some decision would be taken.
 
I need a sim for sharing online. Do bsnl or mtnl still offer plans that do not requires monthly recharge to keep the number active?
 
You need to do an annual recharge to keep your sim active. For other benefits, you need to recharge seperately.
This is based on my experience and use with MTNL. I think it should still work even if MTNL has outsourced it's operations to Bsnl. Can't say about bsnl though.
 
MTNL Prepaid Plans
For Lifetime Customers, minimum recharge of ` 150/- is mandatory once in 180 days to enjoy lifetime validity benefit and to avoid disconnection.
Non-Life time Customers may extend SIM validity (before the expiry of SIM validity) by recharging with any plan coupon or STV to avoid disconnection
