I think what @sankarkarthik said makes sense.
Or could it be that cloudFlare chennai uses lets say X n/w for outbound traffic ( to origin )
And sometimes it goes through Airtel backbone where its blocked and sometimes through other origin.
 
Yup same issue for me on Airtel Fiber.
 
GoodByeDPI doesn't fix this issue.

Seems like they figured out a way to mess with ssl? Or their intercepting methods are breaking some checks on ssl.
I just noticed some other cf hosted sites (mostly adult) are having ssl issues to origin servers.
 
I think the mess up is in BSNL side itself.. I am able to access them from VI.
Also many more sites are timing out for me today. (Some of them are adult forums )
but they are working from VI
