Upload throttled on Windows - Kolkata NOC

This has been going for a long time now. If I remember from my talk with other users- may be for more than 4 months.

All Kolkata NOC users, If we do speedtest on Windows other than Railtel Kolkata server, The speed is badly throttled to less than 20 or for some servers, less than 10Mbps.
We have checked with several different users throughout Bihar, Jharkhand, Kolkata, and Odissa. All face the same issue.

Phones, Ubuntu- have no such issue. They have a 1:1 upload and download.

I have tried to raise this issue with LCO, MSP, CNOC. but Nobody does anything like they don't even care.
They will show the 1:1 speed on Railtel Kolkata server. They need to understand they are not selling an Intranet connection but the Internet.
 
This is very sad. Now that you mention it I am facing the same issue. And yeah you're right, each and every server except railtel kolkata is much slower and has higher ping on ookla. They selling intranet. Uploads are throttled at 10 to 20 mbps only on pc. And I am still waiting for the day i'd play cod mobile on wifi.

I doubt they are throttling speed for windows, Most likely issue is at your end.
 
@JB701 We tried changing the TTL value to correct the upload, but sadly no. It's not working.
@terminator881 This is indeed from ISP. I with around 10-12 people throughout Bihar, Jharkhand, Odissa, and Assam have tested this. Upload on Windows is throttled but on Ubuntu/Android/iPhone it's fine. You can see the videos below which we have created and have also shared with Railwire. The MSP acknowledged the issue but they didn't confirm whether they would resolve it or not.

@JB701 Ubuntu VM, network on bridge no upload issue. but on NAT, it's throttled.
Also if we create a proxy server from the phone and use it in the browser to do the speedtest, it uncaps and frees the upload.
 
Try some of these Registry tweaks perhaps?


I guess they are detecting Windows users by fingerprinting or somehow their router doesn't like some aspect of Windows packets? The proxy server on Android will manipulate some header on the packet. Not sure .

 
@JB701 I have already tried TCP optimizer and have also tried tweaking different registry values. But was not able to make it work.
If you see the video I have posted, the speed burst to full and then drops.
About the proxy server, it's not modifying headers of any request, but tunneling the whole output through the Android phone network adapter.
To check if it's a request header issue, I tried different user-agents but again it didn't work.
 
Just one test if you get the time. Try installing windows in a vm in bridge mode. Preferably windows ltsc or enterprise or server (no need to activate them). Maybe it's the windows update messing it up or maybe they only throttle certain versions of windows.

It seems like an interesting topic, would love to know how exactly are they doing it.
 
@achaudhary997 Again, already tried. Windows 10, Windows 8, Windows 7, and even XP. All have the same issue.
As I said, it's not just me. I have verified this with more than 10-12 people throughout different cities and states. All have the same issue.
