I have a 125mbps connection but whenever I try to download torrents my speed gets stuck at 200-300kbps. Is there any way to download torrents at full speed?

pm me torrent link that you are trying to download. as long as seeders are there you should not be facing any issues. excitel does not throttle torrents
I never get full 300Mbit ever even on well seeded torrents. Actually, the only torrents that work well are ones that are seeded by local peers in the 10.x.x.x/8 range, the rfc1918 address space.

Torrent performance generally sucks on Indian ISPs. You will get better speeds with public IP though (not provided by Excitel unfortunately).
My suggestion would be to get a seedbox instead of VPN if you only plan on torrenting a ton. seedhost.eu and ultraseedbox has good routing with Excitel. Ultraseedbox has a option to change route I think if default one is bad.
VPN would be better than downloading torrents regularly especially if VPN has port forwarding, but imo seedboxes are better for people who constantly torrent.
Also with a seedbox, if you have a large torrent with low seeders you can leave it downloading on seedbox without having any device at home on.

make sure you have enough seeds in the torrent or try another client if thats not the case
If you are on qBittorrent do the following:
Tools>Options>Connection: Enabled Protocol - set to TCP (just TCP, not UTP). Uncheck all boxes under 'Listening Port' and 'Connections Limits'.
Tools>Options>Connection: Uncheck all boxes under 'Rate Limits Settings'.

Along with the suggestions mentioned above, use GoodbyeDPI when torrenting.

GoodByeDPI is useless for torrenting since it's made to work for HTTPS only, while p2p uses direct UDP or TCP connections.
