Is it possible to take jio sim with Aadhaar from another state?

Recently my cousin's BSNL sim stopped working he works in another state. If he need to replace the sim he need to come to the home state. But due to the mandatory quarantine of 7 days it is not possible. So the most logical option to take another sim from the state he works and change the number on the bank accounts temporarily. He is planning to take a Jio sim last time (2017) I checked about this option for myself Jio guys denied my application because the ID is from different state. So is it possible now to take jio sim with ID from another state? Is this the same case for operators or they allow the ID?
 
Can't comment about today's status but two year s back i tried to take jio sim in other state, the person did told me that caf may be rejected. We tried twice but jio rejected caf coz my aadhar is from other state though they never gave reason for rejection. I do give my local address

There is absolutely no law that prohibits a person from getting a connection in any state. I have gotten connections in different states using another state ID many times. Aadhar is not even a requirement for a connection. You can use any other government ID like a driving license. Just put a local address if they insist with some evidence like a bank statement, rental contract etc.
 
You can take SIM card using a out of state ID. The process is same but you will have to give a local reference number and local address along with your ID permanent details. A minor inconvenience.
