Most battery bank supports 12v1.5A. enough for router to run. Can you check the power adaptor rating supplied with the router ?

Ya Power Bank can output 12v but only if the device communicates and asks for it through usb data pins.. Else it'll be 5v
No, actually, Mini UPS are available for 1.8-2.3k, which have the 12v output and input, you just have to plug ur adapter into the powerbank and plug from the powerbank to the ONT or router, you do not need to remove it ever because it switches on its own.
