Maybe you could get a Leaseweb VPS and relay all the traffic through that?

On your server I am getting between 8.5 - 10 MB/s - better than leaseweb test.
 
Even the smallest leaseweb VPS is costlier than my dirt cheap dedi from Online.net. I will continue with it. With WARP, I get full plan speed from the server.
 
you could set custom server access url i think
prevent traffic from coming on whatever port you have plex setup. i think some users did it to reduce buffering but as i said its against ToS so they can shut down proxying.
