I want to use 1.1.1.1 as primary and 1.0.0.1 as secondary DNS and also enable DNS over TLS in the router itself so as the devices connected to it use the same DNS server without having to setup manually on each device.

In your ONT, Network > LAN IP Configuration: Set Lan DNS Mode: Static
And provide the ip's in the text box.

My router is configured in PPPoE mode with userid and password. I don't have all the details to configure in static mode.

That's just the DNS your modem recieved from WAN. It isn't what it's using.

@Namaste11 You already have Cloudflare DNS setup in your ONT from what I see on the screenshot. But if you want DNS over TLS, you will have to use a router that has OpenWRT Privacy-Protecting Portable Router: Adding DNS-Over-TLS support to OpenWRT (LEDE) with Unbound. Or you can use 1.1.1.1 — The free app that makes your Internet faster. for Windows and Mac OS. Android phones with versions 9 and above have Private DNS mode Enable Private DNS with 1.1.1.1 on Android 9 Pie.

I am using the same settings option for DNS settings in my OptiLink ONT Router but was not aware if it works.
I had applied DNS settings to all my devices as well.
But instead of CloudFlare I am using NextDNS.
I would suggest to got for it. It has better options to manage and control usage.

NextDNS is good for ad blocking and stuff. I have started using it. It's just that it has 50ms average ping time while cloudflare one had about 20ms on average.
