no landline connection given with airtel xstream fiber in jammu

its 4 months ago when i bought airtel xstream connection. in which they mention landline connection free of cost. till today i dont got any landline connection from airtel. when i contact 121 they have no idea about it so they a allot engineer visit and when engineer visit he just ask that landline service is not yet started. has anyone from jammu facing the same problem or my lco is just fooling me. if the problem persists with the whole jammu then what is the reason behind it. airtel just grabbing customer by showing things on website not on ground.

They are not getting POS from BSNL to start landline services in most LCO cities that is what my city's service engineer told, my landline is getting a dial tone but calls not happening, and they are blunt saying that landline connections might take 2/3 months to activate.

They have started mentioning the same under Airtel's T&C for Advance Rental Areas that Voice services are not available currently
