Airtel fiber last mile overhang vs underground quality

Hi guys would like to know whether overhang on electric poles can reduce the quality (means higher ping time/latency/high jitter) vs underground cabling for last mile coverage as our colony has convinced airtel not dig and give fiber coverage through poles. Also I can see jio fiber is on electric poles and ping always above 20 ms. My current v fiber ping is 6 ms in airtel and would like that it remains the same. Need help from all you tech people out there. As once the work start we won't be able to do anything
 
Only advantage of having underground cables is that it won't get cut that easily.
Other than that there won't be any difference.

Cutting won't be a issue our local provider has installed fiber 5yrs back and still there has been no cuts whatsoever.
I have a stupid question that can a connection be affected by extreme weather ? Like extreme cold (-1°) and heat (50°)

Overhead connections would get affected by Cyclonic weather uprooting trees and light posts with consequent physical damage to wires. No other impact should be there.
 
in a neighbouring locality jio guys cut airtel underground fiber in 2-3 places while digging which makes me nervous for when jio eventually begins work in our colony because airtel had hired a local contractor here and they barely dug a foot or so deep 😕
