Yes no other option and they are taking advantage of the situation......its monopoly now....
 
Where do you stay in Central Kolkata? I am sure you will get some ISP there. Hathway is quite popular in Mallikbazar, Bhawanipur.
 
Siti Networks Enter your pincode here and call the cable operators one by one if they provide SITI connections to your area. Also, you can call 18001200300 for alliance and give them your location and see if alliance is there (They are understaffed now, so you won't get connected at once. You will need to call repeatedly). I'm sure Alliance or Wishnet or SITI is there.

4G can never match the stability and speed reliability of DSL connection, Fibre is even better. I have already used JIo , the speed is not that great and fluctuates a lot and that is common in wireless networks......
LTE with carrier aggregation gives better speeds than normal LTE. also, band 5 has more stability (though lesser peak speeds) than band 40. I am using Jio SIM with TP-Link MR600 which is giving min 40 mbps speed and peak speed upto 90 mbps on 2CA (keeps switching between 3+40 and 5+40)
 
My Airtel 40 Mbps gives 3 Mbps at present.

How about Hathway broadband ?
I don't know about Hathway. There used to be many leaflets with phone numbers stuck to electricity posts in Beckbagan More. But that's far from where you stay. Call their number on the website. Contact your neighbors and get reviews about ISPs there. Their services depend on location, be it alliance, Siti, Wishnet, or Airtel.
 
Check with Jio Fiber as well. You can apply on their website. BSNL fiber could also be an option. You can go for 1277 plan.
