BSNL Fiber Broadband LCO trying to scam me?

i wanted to get bsnl ftth installed. went to bsnl exchange and he gave me a LCO's number. i called the guy and he came to my location and quoted me 5k rupees for installation and then suddenly went all silent for the next few weeks and then corona happened. few days back a new guy came who told me that the old guy gave my number to him this new guy quoted me 6k for installation + 1st month security deposit according to plan. so 6849 looks to be the final amount.

this new guy wants me to rush into getting it installed. my neighborhood has no prior bsnl ftth connections so according to him he needs to lay 1km fiber. he doesn't want to breakdown the charges. he doesn't want to tell me what ONT he is going to install. he doesn't tell me whether i get some extra security deposit in my 1st month bill. according to him "JUST GET THE CONNECTION".

there is one more customer(a doctor) who also wants a new connection. that guy wants it quick and will pay any amount of money so the LCO thinks that i will also pay whatever he says. that doctor wants it asap so the LCO is putting pressure on me and almost daily comes to my home which i don't like because, CORONA. he tells me that he wants to invest in my neighborhood and when there is fiber presence then others can get it installed for 1500-2000 rupees. i then ask him to invest with his own finances and stop coercing me into paying an exorbitant amount. the guy says that he is already investing 30000 rupees in my neighborhood and will lay fiber whether i take connection or not.
so logically, i should wait because doctor will get the connection and so fiber passes through my house and then later i can take connection at a cheaper rate?
or is he trying to pull a fast one on me and the doc and make us pay for almost everything?
but i also want a good broadband connection soon but not under that much pressure.

If he saying 30k for fibre. I think that isn't a wrong estimation - AFAIK. 1M cable costs 10₹. If he is pulling cable from 3km 30k would be the charge for fibre cable itself.
But asking you to pay alone for it is rather stupid and absurd thing to do.
You could go around and get three or four of your neighbours around for the same ftth connection and then convince the LCO to come over and lay fibre.
That way you could get your cost down.
And Yeh the ont +wifi router itself costs around 2k.
If you are lucky you may get it for 1.8k from outside market. (you could call and ask your region Netlink or Syrotech ont provider).
 
he says that he will pull fiber from my nearest exchange which is 700 meters from my house (not measuring it as a straight line)
 
And for deposit charges if you did have adsl/Landline bsnl connection.. You can ask them to shift your old deposit to ftth connection. Its a tedious ask to do if they so no. But there is a way for everything if you have the will.
 
Just confirm if bsnl is providing any direct connection, once again. Cuz usally the connection comes from LCO office... You could complain to the city bsnl office that LCO is charging exorbitant amount...
Few people were reporting they got direct connection from bsnl (Not in kerala though).
 
1: You can purchase your own fiber for my connection i did the same, you should be happy that they are asking you 5k or something in my case they waived hand and said we dont have fiber that long(~550meters) i purchased my own cable worth rupees 6300/- and laying cable is on my own plus like 100+ calls to seniors to juniors regarding connection.

2: You can return your router anytime any number of times.
3: Recently my fiber broke not bsnl not bbnl repaired it i did on my own by calling other technician which cost me around 1000 ruopees.
4: If i had this opportunity to just pay 5k and take connection i would have taken it already till date my connection cost me rupees 10k
5: if you dont want to pay that much contact senior officer and ask for bharat air fiber.
6: installation does not guarantees speed, bbnl who activates bsnl ftth connnection said me that bsnl gives us a form where they specify speed per user like two connections at a same home can have different speeds.

FYI You can get a direct connection in kerala.
