Yeah i guess it s the same issue u have faced. mine is up now , everything is good now except for the speed capping.By the way did they respond to your email about the speed capping@philip Interesting, I had the same issue Saturday night, luckily it got resolved automatically in about 4 hours.
Perhaps there is an issue at your local exchange. Try reaching out to the LCO and local exchange. A year back had faced a 1+ day outage due to some equipment failure at BSNL.
