is there any option to get the same online as LCO is dumb, he has no idea about anything as he is very new to all this and BSNL customer care (18003451500/18003451504) not responding due to this lockdown.

Unfortunately nope. You could ask the LCO contact to get you in touch with the BSNL person who provisions the account.
