Recently many IFB users have been suffering from low internet speed, members speculate that it is due to corona and its after-affects.

What fazes me is that slow speed is due to everybody using internet but most of them are not getting respectable speeds(4Mbps+) to do bandwidth intensive work then what is choking the internet especially the international bandwidth?

Major eye-balls have their peering/caches in India and work from home which requires high-bandwidth like Video calls, graphic designs, research datasets(not humongous but 2-5 ones) etc is not getting respectable bandwidth to begin with then where that bandwidth is going?

Arguement might be raised that there is some choking at local data terminals before it reaches interational transit data terminals but more often than not speed-test to local servers are quite good

Download speed appear to be shaped than capped but upload speeds they fare far better than download speeds , even to international servers with 1 Mbps DL my UL was 70+(easily reaching 100Mbps sustained), if it is choking then UL should choke too right?

I can confirm intensive traffic shaping. Cause everything works fine with a VPN (not peered). If it was choking then even with a VPN the speeds would have struggled.

Traffic shaping but for what?(if your aim is to give reasonable bandwidth to WFH then provide atleast 20 Mbps for 100 mbpos customers)

Also why vpns are not included in traffic shaping?

@Realme because VPNs are difficult to detect without a Deep Packet Inspection systems that some providers reputedly Jio use. It is very commonly used in countries where VPNs are banned notably China, Iran, UAE among others. More reading on DPI

Normally VPNs seem like normal https encrypted traffic and since they normally don't use the ISP's DNS (at least the good VPNs) it's also difficult to see where the encrypted packets are coming from or going to. It's a bit of a cat and mouse game though between VPNs and providers with DPI systems. To check your VPN assess it's privacy factor from here remembering to check for high level geographic address based on the IP followed by DNS leaks WebRTC leaks. If all tests pass your traffic/packets are most likely but not guaranteed to be more or less undecipherable to your ISP.

I do know the basics what fazes me if bandwidth was shaped earlier on BSNL(before getting capped to 30mbps) why the non-peered VPNs IP(which were supposedly internations) were capped?

I want to look deep into how these DPI work , the only resource i could find was a books by NoStarch press, if you do know of some more detailed article/book/papers on it, please suggest it

No one even think about kids at home. How much they use coz they cant go to parks. Parents have to somehow keep them busy. Keep them off small screens due to eye strain. Smart tv , streaming stick are on overload.

Speedtest to local server doesn't mean all routes are clutter free. On excitel 100mbps local speedtest is 80mbps while international fetch 100mbps.
My house yesterday usage was 24gig instead of normal 10-12gig.

I don't think it is traffic shaping.
I think it is just congestion between few selected routes.
Check it out.
I have tested it extensively with various servers. What is happening is Lots of data is being fetched from international servers leading to saturation of downlink but uplink is not much affected as it consists of few video calls which may be intensive but infrequent.
Since many servers are located outside, saturation is expected. The VPN you may be using may be using its specific routing which may also include dedicated bandwidth to connection to internationa servers.
