SITI/Indinet Broadband slow speed at night, packet loss at intermittent events

Every night I get packet loss like this (refer to attached image here) and download speed gets reduced to 4 - 6 Mbps, whereas upload speed remains 60 Mbps constant. I don't use to get this before when I purchased my connection in 2016 and my Internet was stable. My ISP hasn't been able to fix this problem which is occurring since 29th December, 2019. One thing to note is that my ping reply used to be under 2ms but since the problem i.e. on 29th December, 2019 the ping reply also varies from 4ms - 24ms when pinging the default gatway i.e. 172.19.36.1.

My ISP uses ONU and distribute the connection via Netgear Switch to other home users, they have replaced the Switch to check whether it was that causing the problem and it isn't, even after replacing that Netgear switch, the problem still persists. I have talked to same users of ISP in different city and they say they aren't facing any problems like I'm facing.

My friend used to get similar packet loss problem on his side on a different ISP (Alliance Broadband), his ISP replaced the Load Balancer and the problem got solved.

Extra Details If Required:

1. 60 Mbps connection.
2. The IP pinged in the image is my default gateway.
