At the end of the day, it is Amazon that activates the subscription. BSNL may send the activation request in such cases. Amazon's activation routine may not be buggy enough to activate the same number with the same Amazon account again. We may try getting another FTTH account with LCO, try activating it for Amazon Prime, then disconnect the old account. At least, my LCO wouldn't mind, as he is very close to me. But, if I were given the chance to write the software that activates the subscription I wouldn't activate more than one free subscription (via BSNL, Airtel or whatever).

Basically my point is that it is easy to catch and neglect such duplicate free subscription request using software, regardless of plan change, number change or ISP change.

I have high respect for developers behind Amazon. I don't think they would allow any such requests.
 
But Amazon wouldn't need to care whether it's the same number or not. I don't think that BSNL would even pass on that information. Amazon is not the one managing the customer account etc.

It's upto BSNL to validate the user, his eligibility and what not, and after that BSNL's activation request to Amazon would be just saying, activate one year plan for this user (your Amazon account) and bill it to me.

So basically my point is that, it is BSNL's software which would handle this with the required validations. Completely agree that it is easy to catch such things, but you never know, bugs and exploits do exist and not all edge cases get caught always. 😅
 
This assumes that BSNL / Airtel pays 999 to Amazon during the free one year subscription. Right?

My assumption is that Amazon gives away one year subscription to broadband customers (who can afford around 750 per month) of BSNL / Airtel. In this case, it would be Amazon that handles the subscription.

Of course, once the paid subscription starts, it'd be BSNL / Airtel that sends the subscription requests (and Amazon in turn is forced to fulfill the request and wait for the payment from BSNL / Airtel later).
