Jio is doing something like this in some parts or Nagpur and Bhopal.
It depends on the city’s municipality and company’s ROW team. If they get the permission to dig then they do it underground otherwise they lay overhead cables.
Some municipalities don’t like the overhead cables as it looks bad so they give permission to dig the roads etc.
