Nope. Use them for decoration/show. You need your main headlights for fog anyway. There is back red fog/hazard light which you pull the dial 2 times and turn it extreme right for that to turn on.
Run them whenever you want. I don't think they do much even in fog. They just add a bit more light ahead of main light. Since visibility is low in fog... It helps with better closer visibility.
