Increased BSNL plan online still speed not increased

Increased BSNL plan online from 2 gb to 12 gb 899 plan.but the speed i am getting is 250 kb/sec.can anyone tell me answer to these two questions
1.can local exchange throttle my speed of download?
2.can dead phone line affect download speed
please help me/please give some response

Downstream Speed2029 kbps
 
bsnl twitter handle forwards the complaint to the respective sdo. it worked for me atleast. you can give it a try if you yourself dont want to visit exchange and face harassment.
 
That's sad to know. Which state are you in? J&K?

I have been searching for a stable mobile connection as well. Which mobile internet did you have previously? BSNL, Airtel or something else?
 
SO GUYZ HERE IS THW UPDATE.

MY DOWNSTREAM IS 10234 KBPS .ITs updated.but still i am getting reduced speed if about 100-200 kb/second.now i dont know what to do.i am helpless in front of bsnl
